Before Paramount became a city in 1957, the area was made up of two small communities called Hynes and Clearwater. By the early 1930's, Hynes boasted the largest hay market in the world. Each morning under the "Hay tree", the day's price of hay was set, then quoted around the world. This mature camphor tree is still standing, and has been designated a California State Historical Landmark.

Those who wish to live in Paramount and commute to either Los Angeles or Long Beach can do so with no problem. Single-family homes in Paramount are very moderately priced, and there are also town home and condominium properties. Many of these multi-family dwellings have units with fireplaces

To accomodate its 57,000 residents, Paramount has nine parks, two public swimming pools, and a number of other recreational sites available for use by residents and community groups. Facilities such as the Paramount Gym, the Community Center, Progress Park Plaza, and the Village Skate Park are well-maintained and well-equipped resources offering a variety of uses.

There are two significant community programs run by the city that are geared especially toward youth. Gang Resistance Is Paramount (GRIP) is a successful, nationally recognized anti-gang program that steers children away from gang membership through classroom lessons, counseling and parental training. Counselors present gang resistance lessons to elementary and ninth-grade students attending school in Paramount. Workshops and counseling sessions for parents and youngsters are also conducted throughout the community.

The other program is the Success Through Academics and Recreation (STAR) after-school program. STAR is a collaboration between the City (which provides staff) and the Paramount Unified School District. This program provides students in grades one through five with academic assistance and recreational activities.

The Paramount Unified School District operates 16 school sites, three preschool sites and an Adult Education Center. Our Lady of the Rosary Catholic School is also located in Paramount. This provides children with an education in a parochial-school setting.
